What to do?

Hi
I made some purchases last week from several 3rd party Nebula plugin sites. All of them quickly provided download links except for Cupwise and signaltonoize. I've messaged them and they've not responded so what should I do? Should I request a refund from PayPal or are they notoriously slow to respond?

in the past everything worked very well with their sites, i don't know either ...

maybe try again to get through to them? both guys are known for being correct with their business (to my knowledge all third party developers are ... apart from delays that sometimes happen).
system 1: windows 8 32 bit - samplitude prox/x3, tracktion6/7, reaper
system 2: mac osx yosemite - reaper(32+64bit), tracktion6/7(32+64bit)

both systems on: macbook pro (late 2009), core 2 duo 3,06 ghz, 4 gb ram, graphic: nvidia geforce 9600M GT 512 MB
