You could maybe try this, there is a demo. http://www.voxengo.com/product/transgainer/

I've used it with good results, although normally I use it to make the transient/attack more prominent.

I don't know what DAW you use but Cubase has a plugin, 'EnvelopeShaper', which does manipulate transients very well.
