Turn automatic output silence off

Im working on a mix and the track peaks are beining silence. My peaks are below -10 on mix buss. how do i turn automatic silence off.

search "protectiondb"

I look at that up. Can you post a guide of how to add this. I look at the xml files i don't see protectiondb in there.

Where do you place this data at. I don't what file to alter. Or where to change in nebula.
