Are skins loaded on a per program basis?

Just wondering if skins are loaded when you load certain programs (well, 3rd party programs) or if you have to manually change the skins yourself. Still on Neb free, and just wondering if the skins pictured with 3rd party programs are utilized when loading those programs.

Unless there is some hidden tweak that I don't know about, the default is that skins are global, meaning that whatever skin you have loaded will be there in all instances. You could make multiple copies of the Nebula.dll (and corresponding xml files) and assign different skins for each. I do that for specific system needs, but for a single dll, skin choice is global.
